What is a City Improvement District (CID)?
  • A City Improvement District (CID) can also be known as a Special Rating Area (SRA).

  • It refers to a clearly defined geographical area, in which property owners contribute additional rates to fund additional services for that specific area as per a community approved Business Plan.

Why does Lower Gardens need a CID?
  • The City of Cape Town's most recent budget has dedicated more than 70% of its overall budget to its poorest suburbs and communities.
  • While we appreciate these efforts to assist the most vulnerable members of society, it also means that communities like Lower Gardens face widening gaps in the delivery of essential services.
  • These gaps in service delivery are noticeable in our community impacting our social services and policing, increasing vagrancy, illegal structures, resulting in dirty, badly maintained, and often unsafe public spaces.

Lower Gardens CID Proposed Area

  • Proposed CID boundaries spans two wards.
  • Ward 115 highlighted in light orange.
  • Ward 77 highlighted in light blue.
  • The CID boundary is proposed to use major roads and the current CCID precinct as borders.
  • 1408 property owners have the right to vote on the establishment of the CID.
  • 66% are residential properties.
  • 34% are non-residential or commercial properties.

Cleaning and Maintenance

  • Daily street and public space cleaning.

  • Maintenance coordination and inspection.

Accountable Metrics:

  • Monthly rubbish bags collected (over and above weekly refuse collection).
  • Monthly CoCT maintenance service requests.
  • Monthly CoCT maintenance service resolutions.

Parks and Recreation

  • Upgrading and regular maintenance of Jutland Park, Maynard Park and Tuin Plein.
  • Community input on recreation facilities, and involvement in reclaiming public spaces for daily use.

Accountable Metrics:

  • Monthly plants, trees planted (parks and sidewalk) greening.
  • Monthly compost bags created.
  • Monthly park event and maintenance numbers.

Safety and Security

  • Lower Gardens dedicated law enforcement.
  • Public safety security focused on crime hotspots and activities.
  • Leverage existing infrastructure and invest further to create CID wide CCTV and LPR network.

  • Monthly reported crime statistics.

Social Services

  • Lower Gardens dedicated social services.
  • Coordinate and support local NGOs focused on hand up strategies that give dignity to less fortunate and help people off the streets.

Accountable Metrics:

  • Monthly number of illegal homeless structures.
  • Monthly number of individuals leaving the street and entering CoCT and NGO endorsed programmes.
