CID Process

The process to form a City Improvement District (CID) is strictly defined, controlled and monitored by the City of Cape Town.

60% of the property owners in Lower Gardens must agree with the business plan, and vote YES in order for the Lower Gardens Improvement District to be implemented.

STEP 1

Engage with City of Cape Town and create Steering Committee of property owners in Lower Gardens. Completed (Feb 2023)

STEP 2

Confirm that 95% of the areas rate bills are in good standing for the process to begin.

STEP 3

Inform the Lower Gardens community of City Improvement District (CID) plan. Completed (August 2023)

STEP 4

Distribute the Urban Management Survey (UMS). The survey results will form the input of the business plan.

STEP 5

Call for a public meeting to present the business plan.

Use input from public meeting and adjust the business plan. May / June 2024

STEP 7

Present final business plan to community. 19th June 2024

STEP 8

Gather votes. 60%+1 needed to proceed with application for CID formation. 19 June 2024 to 31st October 2024

STEP 9 

Steering committee to meet with all objectors as outlined in the  CID By-Law. November 2024

STEP 10 

CID volunteers to collect outstanding voter supporting documentation. November 2024

STEP 11

City of Cape Town vote audit. November 2024 to 31st January 2025

STEP 12

CID Steering committee to co-op potential board members for non-profit company. January 2025 to June 2025

STEP 13

City of Cape Town council to vote on the Lower Gardens CID submission. March 2025 to May 2025

STEP 14

If CID approved, non-profit company formed, with steering committee as directors. March 2025

STEP 15

CID suppliers RFP advertisement, review and selection. CID staff roles advertised and interviewed. March 2025 to June 2025

STEP 16

CID staff and suppliers appointed. June 2025

STEP 17

CID starts operationally on 1st July. July 2025

STEP 18

First AGM, new board appointed. August 2025
